A native of Gadsden, Ala. Mr. Clayton had lived in Cobb County area since 1984. He was retired from Public Steel Mill in Gadsden, Ala. He also was a member of Alabama City Methodist Church.

Mr. Fred is survived by one son, Mr. Fred B. Clayton, Marietta; two sisters, Mrs. Sallie Barfield, of Smyrna; Mrs.

A memorial service will be at 11 a.m. Saturday at Westminster Presbyterian Church in Atlanta. The body was cremated. Surviving is a brother. William R.

Chandler GREENVILLE, S.C. William R. Chandler of Taylors, S.C., a self-employed painter and a former Atlantan, died of heart failure Thursday at Greenville Memorial Hospital here. He was 54. The graveside service will be at I p.m.

Saturday at Hillcrest Cemetery Park in East Point, Georgia. Surviving are two sons, his mother, a brother and a sister. Mrs. Rulh P. Smith FLORENCE, S.C.

Mrs. Ruth Pittman Smith of Florence, a home-, maker, died Wednesday at her home after a long illness. She was 85. The funeral will be at 4 p.m. Friday at Cain Funeral Home here with burial at ML Hope Cemetery.

Surviving are a son, a daughter, two sisters, six grandchildren and 17 great-grandchildren. Elijah W.Wharton Elijah W. Wharton of Lawrenceville died Tuesday at his home after a long illness. He was 55. The funeral will be at 2 p.m.

Friday at Wages Oak Lawn Chapel with burial at Green Lawn Cemetery. Surviving are three brothers and two sisters. Herbert Fowler Herbert C. Fowler of Decatur, a retired installer for Accurate Weather Stripping, died of pneumonia Thursday at Briarwood Nursing Center. He was 74.

The funeral will be at 2 p.m. Friday at A.S. Turner Sons with burial at Arlington Memorial Park. Surviving are his wife, Mrs. Jewel Hopkins Fowler, a son; two daughters; two brothers; five sisters; six grandchildren and a great-grandson.

Mrs. Edith C. Powell Mrs. Edith Gunning Powell of Atlanta, a homemaker, died of heart failure Tuesday at DeKalb General Hospital. She was 98.

and Mis. Richard (Glyndia) Norton, all of Snellville; two brothers, Mr. and Mrs. John D. (Maxine) Bankston, Stone Dr.

Norman Alhadeff, Atlanta native, victim of Canada car wreck Dr. Norman L. Alhadeff of Albuquerque, N.M., an Atlanta native, died June 11 in an auto wreck while vacationing in Ontario, Canada. He was sb. Dr.

Alhadeff was killed when.1 the car in which he was riding crossed into the path of an oncoming truck, according to the Ontario Provin cial Police. The automobile driver, Dr. Nancy Jane Mix of Al- AI. buquerque, also Dr. Alhadeff was killed, while the truck driver received only minor injuries, police said.

The graveside service for Dr. Alhadeff was June 14 at Greenwood Cemetery in Atlanta. A memorial service was June 16 at the University of New Mexico. Dr. Alhadeff was an emergency room physician at Albuquerque's St.

Joseph West Mesa Hospital and also in a University of New Mexico program at the Bernalillo County Detention Center. Earlier, he worked as a Public Health Service doctor among Indians in Oklahoma. Norman Lewis Aldaheff was born May 14, 1949, in Atlanta. He was a DeKalb County Star student at Briarcliff High School and also was selected for a governor's honors program for academic achievement He later attended Georgia Tech and the University of Chicago, graduated from Georgia State, and received his M.D. from Tufts University in Medford, Mass.

Dr. Alhadeff belonged to the Greater Albuquerque Medical Association and Atlanta's Congregation Or VeShalom. Surviving are his parents, Mr. and Mrs. Jake Alhadeff of Atlanta, and two sisters, Mrs.

Rochelle Rich-man of Orlando, and Mrs. Marilyn Berstein of Metairie, La. Jerry Bankston Jerry L. Bankston of Snellville, owner of Snellville Realty died of pulmonary fibrosis Wednesday at Emory University Hospital. He was 54.

The funeral will be at 2 p.m. Friday at the First Baptist Church of Snellville with burial at Eternal Hills Memory Gardens. Surviving are his wife, Mrs. Jane Kelly Bankston; a son; a daughter, his mother, two brothers and a sister. Mrs.

Sarah Russell Mrs. Sarah Levy Russell of Atlanta, a homemaker, died of respiratory failure Wednesday at South Fulton Hospital. She was 76. The funeral will be at 11 a.m. Friday at A.C.

Hemperley Sons with burial at College Park Cemetery. Surviving are three daughters, five sisters, seven grandchildren and 13 great-grandchildren. But city attorneys, appealing that ruling, argued Thursday that Eldridge misinterpreted the law.

Assistant City Attorney Kendric Smith contended that the "personnel exemption" applies to any agency discussing personnel matters and does not require that the agency have the authority to make personnel decisions. In a brief, city attorneys argued that because council members are the city's governing body, they have an "inherent right" of access to all city records. Smith argued Thursday that under Eldridge's ruling, "City Council members have no greater right to know what is in the files of city government than does the general public." He said that reasoning does not square with the officials' "inherent right" of access. Keegan Federal, an attorney representing WSB-TV, said the city charter does not grant the Public Safety Committee the authority to "sit in on any agency meeting discussing the employment or discipline of any employee." Broke AEDC asks city for more money By Wanda Yancey Staff Writer Officials for the Atlanta Economic Development Corp. (AEDC), faced with a $500,000 deficit, asked a City Council committee Thursday night to give them $300,000 for the next fiscal year.

The AEDC made its plea during a hearing held by the council's Community Development Committee to get public input on how about $10 million in Community Development Block Grant funds- should be spent. AEDC, a non-profit organization established by the city to spur economic growth, broke ties with Atlanta's government two years ago. It recently has. come under fire because it has depleted a one-time budget surplus of $1.3 million and expects to be $583,748 in the red by Sept. 30, when the current fiscal year ends.

Critics also have said the AEDC duplicates services provided by other city departments. During the City Hall hearing, council members sharply questioned an AEDC official about how the agency would use the $300,000 grant, which was recommended by the mayor's office, in next year's operating budget "Funding requests for this year will be primarily focusing on small businesses and commercial revitalization said AEDC President Walt Huntley. "Over the years we have realized that we need to expand our efforts focusing on projects in southeast Atlanta, the Kirk-wood area, southwest Atlanta, Cas-cade-Beecher." Councilman Robb Pitts asked Huntley for a detailed report of the agency's 1988 fiscal budget, estimated at $1.2 million. The development committee will meet July 13 to make revisions in the funding recommendations. The full City Council will consider the recommendations on July 20.

DeKalb 'Malfunction Junction' officially named for Moreland The infamous "Malfunction Junction," the intersection of Inter-states 85 and 285 in north DeKalb County, got a new name Thursday in a ribbon-cutting ceremony attended by a small crowd of local and state officials and invited guests. The $71.6 million interchange, reconstruction of which began Jan. 10, 1983, was officially named in honor of Tom Moreland, former Georgia Department of Transportation (DOT) commissioner, who attended the ceremony. The Tom Moreland Interchange will be the official name of the tangle of concrete ramps and bridges. The reconstruction project converted the old traditional cloverleaf interchange into a 311-acre sculpture of swooping ramps and soaring bridges that ties 1-85, 1-285, Chamb-lee-Tucker Road and Buford Highway together.

-Chuck Bell By Katfay Scruggs Staff Writer A Fulton County Superior Court judge Thursday delayed ruling on whether Atlanta Public Safety Commissioner George Napper may privately brief City Council members about an internal investigation into police handling of the Julian Bond case. After a two-hour hearing, Judge Jenrette said he will rule next week on the city of Atlanta's motion to set aside a judgment by Superior Court Judge Frank M. Eldridge that the briefing be held in public. Eldridge also prohibited Napper from privately discussing the investigation's findings with individual council members outside a formal committee meeting. Internal investigators had tried to determine the source of news leaks concerning allegations that former state Sen.

Bond and other prominent Atlantans used cocaine and whether city officials interfered with the police handling of the charges. Jenrette said he was delaying his ruling because he doesn't consider it a "light issue." "Public officials have some responsibility to take some actions that the general public can't participate in," Jenrette said Thursday. "You can't investigate things in the newspaper." Eldridge issued his ruling minutes before a private session was scheduled between Napper and. the council's Public Safety Committee on June 25. The internal report reportedly contains police personnel recommendations.

Gwinnett tax nets $5 million above courthouse cost By Scott Vaugban Staff Writer A special 1 percent sales tax to fund a new Gwinnett County government and court complex will end Sept. 30, having raised an estimated $5.4 million more than is needed for the Lawrenceville facility. Based on sales tax collections through county officials expect to raise the $56.5 million needed to build the complex this month, leaving August and September for collections above that amount.

In 1986, August and September provided $5.4 million for the project. Funds for the building have accumulated more rapidly than officials believed when they gathered in August 1985 for ground-breaking ceremonies off U.S. Highway 29. At the time, voters had just approved the special sales tax which, according to state law, would be discontinued when funding was obtained or at the end of five years. Fund-raising was expected to take four years.

Jerry Jackson, deputy state revenue commissioner, said his department's policy allows local governments to continue collecting the tax for the rest of the three-month period when the final dollars needed for the project are raised. There's no system that we have to terminate the tax collection monthly," he said. "All we can do is stop it at quarterly intervals." Excess funding could be used to finish uncompleted phases of a project, or applied to other county or city indebtedness, Jackson said. According to county officials, the project is expected to be completed next spring within its budget. The complex will house county government and court-related offices which are now located in 13 different buildings around the county seat.

"In the current plans, shell space is being constructed for a conference center to be built later," said Russ Seagran, director of administrative services for the county. "The county will have to decide how to spend any excess money when we're further along with the project.".
