Dolman SUft Wrilw In one of the less controversial pension reform moves this year, Georgia legislators have approved a bill that will cut down on abuse of the state Teachers Retirement System. The legislation, initiated by the House and passed unanimously by the Senate Monday, will prevent employees of such private organizations as the Georgia Association of Educators and the Georgia School Boards Association from retiring under the system as of June 30, 1984. It also outlaws a pension-boosting practice that enabled Sen. Horace Tate (D-Atlanta) to increase his annual benefits by nearly $12,000 to $48,000 per year.

Specifically, Tate, the former execu "involuntary separation" pensions. Current law grants such pensions unless a person is found guilty of stealing public funds. The new bills outline other circumstances insubordination, irresponsible performance of duties, frequent absences, etc. under which a person could lose his job and still not qualify for an immediate pension. Where the two houses have differed is over so-called projected service.

The Senate version would prevent the retirement system from awarding benefits based on years an employee might have worked for the state had he not lost his job. The bill that was sent back to committee redefines circumstances under which longtime state employees who involuntarily lose their jobs can receive a full and lifetime state pension. Both versions of the bill, the one that passed the Senate and a different version that Johnson's committee came up with, would make it more difficult for employees to qualify for by an employee, "sudden salary were being used to give people windfall benefits," said Sen. The Senate's Public Safety Committee Monday put the brakes on a House bill that would have rescinded Georgia's mandatory helmet law for motocyclists over the age of 21. The committee voted 5-1 without discussion to refer the bill to a study panel where it will languish for the remainder of the session. in argument downtown An Atlanta man was shot in the head Monday afternoon after an argument between him and another man behind The Atlanta Journal and The Atlanta Constitution building. Leroy Richardson of 688 Jett St. N.W. was slightly injured when the bullet grazed his head, a police spokesman said. According to witnesses, Richardson was working at the loading docks behind the building on 72 Marietta St when the shooting occurred at about 2 p.m.
